There are many signals we need to decipher.

Only some understood. Secret coded way of communicating with the American people. Language of semaphore. Language of flags, all flags have colors. Used by ships at sea. Communication via flags, colors of flags. All eyes drawn to the colors to decipher the messages. Who/what was the flag staff?
